Program on the conclusion of a five-year long citizens' campaign in the mountain community of Brumley Gap, Virginia to block the construction of a hydroelectric power plant by Appalachian Power Company. In interviews, residents and activists recount the battle and discuss why they fought so passionately to stop the construction.
